Thoughts of taking a position at a small firm who practices Applicant side WC...good/bad time to take this position?

Had two rounds of interviews for an in house role and really like the company/job. I followed up Friday regarding next steps and was told they are still interviewing and should be wrapping up soon. Cognizant- 21L fixed and 1.5L variable
PWC - 22L fixed

This is for a guidewire role.
Which is a better offer? What would be a good option for growth wrt role, salary etc.
Also, PWC claims to offer variable based on their fixed CTC based on the ratings.. is this true ? How much is the avg percentage given?
