I think plain and simple it is not a good movie, and the first one did not really "need" a sequel. I thought it was more extensively advertised than the first, so this does not fall on the marketers, rather, the filmmakers.
Yeah I'm not sure who the target audience is/was -- former theater kids who also like comics? Too niche
I hadn't been noticing many ads for it, but I've been pretty busy lately and just may not have noticed. It's possible the studio didn't want to throw good money after bad so there wasn't much advertising devoted to it. That's an interesting question, if you have a movie you're not confident in, do you go big on the marketing or cut your losses? Lots of ways to think about that.

Yea this is interesting. I feel like they’ve tended to let the movie flop in most cases rather than throw additional money at something that did not test well.
It felt like the perfect storm. You had a movie promo campaign that barely made a blip in the radar. Then an agency team that didn’t have much experience with US culture during the early- to mid-1900s and never saw the public response coming. It was basically messy all around

So this is how little I pay attention to the movies, I truthfully didn't even know there was a second one coming out. I didn't see any advertising for it at al OP.
