Definitely go to HR but have concrete examples and evidence if you can. Saying you "feel" like they're toxic likely won't be enough. Maybe see if others feel the same way and also want to speak out.
If you do be prepared for pushback. Toxic managers are usually able to make nice with people that could get them in trouble. How much of this is documented and/or a clear violation? Are there others who would have your back? Good luck.
I am sure the toxic behavior is also a one-on-one scenario with you and them only, correct? Is there a way that you could make the situation better by not being “”alone” but with others around that may witness the behavior. However, be careful because when managers and supervisors feel “hurt” by other’s actions or words we could act out of haste on decisions.
HR is there to protect senior management & the company and not the employee.

Yes for the toxic manager, toxic should be thrown outside not kept inside
HR likely won’t help at all.
Your best bet is 1. Develop the skill of managing a bad boss (this won’t be the only one you have in your career) and 2. Find a new position.

As long as their specific brand of toxicity is in violation of company policy, absolutely. If it isn't, you still can, but I'd be more hesitant to do so. If your manager is already toxic, I can't imagine learning you'd been complaining about them to HR would do much to improve their behavior.
HR works for the company not you. Not your manager. Their goal is to ensure that you cannot sue the company. Go ahead and report it. Document it. All of it. Every conversation bcc your external email every time. Be prepared for fallout and don’t take it personal when it happens

Always ask and consider what did COVID culture influence when it comes to 'toxic' people. This will help more than HR. Trust me on the management part of that one.
I wouldn't go to HR. The company is their best interest, not you. Move on.
HR is a complete waste of time. Been there done that twice for same manager, and so is ethics. Document everything, all instances. Even though I said a waste of time, still go and report to HR, and if nothing is done, at least you reported your manager. Document that as well. Next steps is to consult with a labor law attorney, maybe a few just to get enough input.
It is not about extreme ownership. These are people who are afraid of competition, are unhappy in their personal lives and seek to vent their frustrations with a person at work by making their life difficult. They are generally people with dual personalities, very good at expressing themselves and in many cases with solid foundations in the company: as a friend or family member of someone powerful in the company. They use gaslighting wisely. Look for another job...because your frustration can cost you. Sometimes the entire company knows about this behavior but does not get involved. The company is interested in financial results, not people.
I highly recommend reading Lynne Curry’s book “Beating the Workplace Bully.” Lessons learned from there are that toxic people at work are typically well connected with management and protected for that reason. You may want to consider making a lateral move in your company or have a backup plan of finding a new employer. The book will describe in more detail what alternative actions you can take, as this depends very much on the kind of toxicity you are facing.

HR really can't resolve you issues they just sweep them under the rug. From my experiences.
HR is always take company side. My coworker went to HR due to toxic manager and she got fired.
they have a manager as well, if it is that bad and you have tried to manage this toxic manager, set up a meet with their manager to discuss the issue, your efforts and distress.
Sometimes better wait and see before you go to HR . Try to explain to Your Manager, your pressure and workload. Try to build a friendly environment with the Manager. Then he will understand about Work and other people as well.

Sad part is HR is going to have to talk to your Boss, if you have any emails, whiteness or anything to prove , documented dates , it will help you a lot with Hr
