Always remember: it’s easier to ask for an apology than a permission. Do good research, frame it as relevant to what they’re doing, and earn their support. My experience with old administrators is that often they’re hell bent on doing things a certain way. If you can get someone else in your field to endorse your idea too you can also hint at that in conversations with your PI to bring them onboard with your research.
Relatedly, my experience has been to always make them feel they have full control. Nudge them but make them feel like they’re the ones picking, ideally not between options A and B but between A1 and A2 (assuming you want to do A)
You could try reasoning with her and explaining why it is important for you to be able to write on what you want. If that doesn't work, you could try appealing to her superiors or even filing a complaint. However, before taking any of these steps, it is important to make sure that you have a clear understanding of your rights and what the administrator is allowed to do.
Yes, you can certainly push her to allow you more control over your research. If she is unwilling to listen or accommodate your needs, then you may need to find another administrator who will be more supportive of your work.
