Why wouldn’t I apply for a great career opportunity just because I’m still employed? If I leave my company, a new role opens up there.
I hate to sound crass, and I will absolutely do all I can to support those who are out of work 100% of the time. But asking people to stop pursuing their career goals is not how that works.
I’m with you. Places ARE hiring and if presented an opportunity, I’m not going to decline.

In theory they will leave their position open if they move. So hopefully it creates some movement in the industry. As a job seeker myself right now (was laid off two months ago) I think half the problem is that there is no change occurring.
The job market feels like musical chairs with no music playing, so everyone is just sitting there holding onto their seats with white knuckle fear.
I would always assume good intent. Maybe those people are in toxic situations.

Everyone is looking out for themselves. Why should they pause their career due to others’ layoffs?

As CD1 says, if you go to a new role, you’ve opened up your old role. It would be odd trapping yourself in a job you hate because you fear hypothetically taking a job from a stranger. I think the job market is way more complex than that.
Gotta compete if you want something.
That’s a similar mentality to thinking that those still employed should be grateful to the agency they weren’t laid off. You have to look out for yourself - the agency won’t and loyalty in this industry doesn’t pay well.
