What strict laws? I don't think there has been any updates on the h1b visa rules for decades now. It has always been the same. The only change is the number of applicants has increased exponentially and are therefore obviously scrutinized more before visa approval.
They are too strict. We are losing smart, hard working international students (many of whom want to stay) because conservatives are stuck with some delusion that millions of Mexicans are coming in and "stealing" their jobs...

@McK1 ^ yes that and people likeEY1 who don't understand that this country would be opposite of great by what he is proposing.
The costs to sponsor H-1B candidates in some cases has gone up as well.
The additional scrutiny had forced companies to really think whether it's worth having H1 applicants.
I didn't win the visa lottery last year and had to leave the country, break up with my boyfriend (cuz we both knew international relationship is a joke) and find a new job in my home country. Five years I've spent in the US studying and worked so hard to get into big 4 since they are the only ones recruiting accounting students and sponsor their h1b -- and then I had to give all of that away because of a stupid lottery system. Still feel like a nightmare except it really did happen to me. Sigh.

^yeah, unless the usual firms that are recruiting are putting more limitations on international students?
@ey2 that's correct that would apply to small to mid sized companies, big companies like most of the folks on this forum should not have that issue, as big companies have no issues recruiting a international student and apply for his h1.
@manager1 I believe there was a change made last year that required companies to report to homeland security if their employees moved out of the state (as in even during the week on a client engagement)
@manager1 and I have heard that KPMG has stopped sponsoring (or is sponsoring a lot less) because it is putting a burden on them
KPMG has temporarily stopped sponsoring H1b. And it has nothing to do with visa rules, but is more related to the state of consulting business this year. Even infosys and wipro stopped sponsoring H1b this year.

After the whole NYL/Accenture outsourcing problems, I can kind of see the need for stricter rules
in Deloitte, SM told that it has been hard to get visa for international students. Several cases like PwC1 happened in my practice where we moved these new hores to Singapore or India practice. Ultimately it makes no one happy. Hence, Deloitte has hiring freeze for internationals on campuses.
