Being the supervisor does not mean that you are always correct. Everyone is an adult and scolding them as if they are a child can lead to an hostile environment.
Maybe do some self reflection to figure out why they felt the need to go around you in the first place
Have you tried talking to them about it? I always want my direct reports to feel like they can come talk to me and if they feel like they have to go around me I would wonder why that was. Maybe try talking to them and have a conversation and find out why they felt the need to go around you.
When that happens it calls for some conversations. Firstly with the employee who pulled the end run. But then, more importantly, with the person who gave them permission. It would be good to get some clarification on what happened and why. And perhaps some clarification on what authority lies where.
