Personally, I think in the agency world at least, you have to stay around 16 months at each job. Seeing 9 months here, 1 year, 11 months for 6 jobs in a row always raises an eyebrow for me personally. On the flip side I wonder what people consider when people stay TOO long.
I have consistently seen most resumes between 1-3 years at each job before they switch in the agency world. It's not a red flag as long as they can provide concrete examples of their performance and results. Sometimes circumstances causes them to leave like if a client contract ends and moves to a different agency, etc. This industry itself is volatile, so I don't ever automatically assume it's the candidates' fault. If I do see a lot of hopping, it'll peak my interest and I'll ask for the reasons during the interview process.
I job hop all the time. My role is more tech focused and that is how you build skills. The only companies that ever questioned it were dinosaurs (finance, mid tier industrial) that were way behind the curve in my field.
