If it was some kind of emergency I'd be concerned and suggest we pick up the conversation later. If it seemed the person hadn't planned to take the meeting seriously and hadn't planned accordingly, I would think less of them for that. Perhaps this sounds harsh, but if you're demonstrating to me that you can't focus on something as important as a job interview, it doesn't speak well for what you may be like as and employee.
Thank you. I am that single parent and have had my kids interrupt interviews and Zooms before. It's always embarrassing and never anything I could control or plan around. I go in my room, set them in front of the TV and then five minutes later my daughter is howling because she tried to pick up our cat and he scratched her. I can't NOT check on her and I'd hope any interviewer would understand that.

I would ask if there would be a better time to talk, perhaps when their kids are taking a nap or something. It's a kind way to say "you really need to make sure you're able to focus on this meeting."
That is very unprofessional. If you are doing an interview you should be in a quiet place with nothing to distract you. I don't think that is being too harsh at all.

I don't think you will be harsh. Absolutely not even.
