Like SD1 said, this isn’t new and EY doesn’t do a per diem. Breakfast and dinner allowances differ depending of COL tier of your client city, but most major cities are $15 for breakfast and $50 for dinner (with meal averaging allowed across the week, basically have $200 for 4 dinners). I really don’t understand why they don’t just move to per diems

It is what it sounds like, you’re technically not allowed to expense lunch. I know some who expense their lunch as breakfast and eat breakfast at the hotel.

Have a friend in EY who says that this policy is project based. Not sure how much that info is valid.
The policy isn’t project based. The policy applies to all employees. Projects do tend to have the liberty to put a ban or reduction on certain expenses (e.g., no breakfast if lounge has free breakfast). That said these policies set by projects are largely informal.
If you’re new, please read the expense policy and don’t get your info from Fishbowl. They’ve cranked the compliance up on this and are letting people go for breaching policy. “I read it on Fishbowl” won’t be an excuse.
I was at EY and never had a per diem project, always actuals. It would be a lot easier, though! In my experience a lot of people did free hotel breakfast and then got lunch early and expensed it.
