It's a bigger issue now than it used to be because we have so many candidates to pick from. We used to take a chance a lot more often on someone we considered overqualified, but now we have more options and can prioritize someone we are confident will stick around the longest.

This has been my experience also. I joined one level down hoping to fill the gap, but company situation wasn't good and I ended up leaving a little less than a year later. I now apply to fit / stretch roles only
If you are only slightly overqualified, I don't think it really matters. If you're a director-level applicant for an entry-level position, they might side-eye you. Especially in this questionable job economy, I don't think they will care too much.
I am trying to move away from client facing work and delivery and step into a more operational back-office role but struggling to generate interest even with a scaled back resume and cover letter explaining the intentional shift. When I do get interviews, I am routinely fed the excuses of overqualified, we worry you will be bored, flight risk etc. which is ageism and bias masked in corporate gaslighting.
maybe its luck or unlucky, but the last several over qualified engineers that I hired didnt work out. like they didnt want to do the work or were looking to do something outside of said role immediately. its almost like hiring a bit under qualified gives people room to grow into that role. could just be bad luck. I myself took on a role that I was waaay over qualified for but grinded out the 2 years and was back on track. I wished over qualified came with patience.

Yes, the concern about quick turnover does come up. The key is narrative: why this role, why now, and what you’re optimizing for. If you can clearly articulate long-term alignment, it reduces the perceived flight risk.
