Honestly - nope. If year's of experience doesn't directly relate to the job you're interviewing for, doesn't count.

If you're more junior, it can. For example, if they're looking for a demand planner with 3 years of experience and you have one, plus another two years of something else.
As you get more senior, the roles have more breadth to them, so a few years of broader experience is can be counted towards years of experience.

Not understanding how you see them as similar.
If you look at a demand planning role, having seen a few years of demand patterns (for example, impact of seasonality over several years) is pretty important. A single year of experience in the role wouldn't fit a 3 years of experience.
Someone who has spent three years in another role and gained supervisory experience, then spends 4 years as a demand planner, they can then talk about 7 years of work experience as they position themselves for a planning manager role.
No. I went from 4 years of industry to consulting and basically started as a new grad even though the experience was relevant. I stayed in consulting for 6 years and left to tech for a 100% raise.
