I get they don’t want to waste time time talking to people that are outside their budget. But this is even more reason for them to put a salary range.
Because the employer has given them a range to stay in, and they only want to interview candidates who they know will fall into that range. It can be tough trying to navigate the negotiation process when you're forced to give a salary expectation, but if you're up against the wall I would ask for a range slightly higher than what your target is and work down from there.
I think they do it to see if they can get help for less money or know if a candidate is priced way out of their league. I hate applying for a job that doesn't put the salary range in the job posting and usually avoid applying for the. I want to know what the company is willing to pay, no surprises
By making you go first, they might be able to get you for less $$ than they’ve got for the role.
