You know who isn't going to care about your utilization rate at D? Your next employer. Do good work and bill enough when you're on your projects and they're not going to get rid of you, you just won't get the raise/bonus you want. This is not the end of the world, and if you're really undervalued, you'll have no trouble getting more somewhere else.

Look, budget is a real problem in many projects but it’s not on you to get the hit. Charge the hours you work. If your manager is telling you not to charge more than 45h, don’t work more than 45h and talk to your counselor about it.
Alternatively, if you can’t bill the client over the threshold, i give my teams the non billable code so they get their hours in but the client doesn’t. Project takes a hit, but it’s our responsibility for planning it wrong at time of selling it.

2080 hours is 52 hours at 40 hours a week... sounds like PTO isn’t taken into consideration of the target?
PTO shouldn’t count against your utilization. That’s bad policy.

Word of advice, Deloitte, if you want your employees to feel comfortable in exploring and growing in their role, stop emphasizing on utilization targets. And if you must, make the utilization targets something that can be managed, especially when you're dealing with project leadership who enforce or penalize actual billing.
Sorry for the rant, all. I'm just sick and tired of feeling stressed every time I'm on the bench.

Chill out. Some people have a 95% utilization and hit it just fine.
No. You have 2080 hours to hit. Pto is not utilization but they take pto into consideration when they set targets
Standard is 45 a week... not 40. We have utilization codes that people use if you can’t charge a client more than 40 so you can still charge what you work

OP - interested to know if you were working at another company, would you tell them not to focus on / emphasize their top line?
