Each progression point represents a year. "Progressing at pace" moves you one step. A rating of "accelerated progression" results in skipping a step. "Not progressing" and you stay at current step. Expectation is that by the time you're at C or D you're being promoted. Too long in one step or level and you become an "up or elsewhere" candidate.
No. "A" means you are at the first "year" (or progression point) of that level. For the purposes of transitioning to the new model, everyone's progression point is initially based off of TAL.
