As a dad I took primary for my last child and for the full eight weeks, no questions asked. There is not any type of justification process to prove you are primary or secondary.
You do have to complete the leave within 16 weeks of the birth, the key here that it has to be completed. Therefore you must start it within 8 weeks after the birth. If you wait until your wife finishes hers, depending on how long hers is, you may not be able to take all 8 weeks.

My leave coordinator said I would be crazy to not do primary. It helped after my wife had a c section and really needed more help than expected.
Prioritize better
You can try to work it out to be flexible with your team too. I took primary but actually worked for half of it and then charged time wks 16-20 to make up for it to the project. Made it so wife went back to work and I did the 8 wks plus added another 5 of PTO
