Do you currently work at deloitte? Honestly all parts of consulting is hiring like crazy so you should have no issue getting in HC consulting without masters or additional qualifications
I’m assuming you work internal..? In my opinion, I’d say go for it now if you are ready. Hiring frenzy is insane so just find a partner in HC to support your transition and you are golden. Feel free to DM if want to chat further. Have been in HC consulting at deloitte more than 5 yrs
Currently D HC w/ HR masters. If you're considering it to simply make the transition, don't do it. You don't need one to enter, so save your time & money and start with networking.
It is definitely good to have one though IMHO, but it also depends on the program. Where the degree really helped was building confidence/a strong toolkit for tackling all types of HC problems that D clients encounter, primarily thanks to the case study approach in classes, hence why program matters. Analyzing countless cases (Coca Cola, Boeing, Costco, etc) every day for 2 years and getting used to generating creative/practical solutions for a variety of business situations in groups/teams enables you to almost immediately perform/add value at D - this can help you develop the "super star" reputation relatively quickly.
It also helped with negotiating comp/title (top of payband), but most importantly, developing a strong masters network for when I want to leave consulting - this is where the benefits of a masters really shine. My "friends" have gone off to join Google, Microsoft, and other attractive employers in solid HR roles (not entry lvl since they are slightly more "mature"), which means a referral for your "exit" is oftentimes only a call away (assuming you're a decent person).

All this hiring makes me nervous as if they are gonna over hire and then do a cut later
They’re definitely not over hiring-all my projects are so short staffed that it’s causing burn out.
If you're interested in really top tier firms, I found that they really responded well to MBAs from top tier schools. (I don't have a Kellogg / HBS / Penn MBA, and I felt like that really counted against me, even during informational interviews.) With that comes a culture that can be really...tough, but if you want it, that pedigree is something they often value.
