What will you get out of this if you're not getting the title or the salary bump? Negotiate for the title.
(No you will not look bad for declining, and don't allow them to make you feel bad about it because wtf are you getting out of this)
Give them 4 options:
Option 1: title and pay raise
Option 2: title, no pay raise, pay raise AND back pay 6 months later
Option 3: title, no pay raise, pay raise 3 months later
Option 4: no thanks. Find someone else.
Why are agencies the worst? This feels so familiar.
If you are up for negotiating, you have other negotiating tactics to consider outside of compensation and title. (Think PTO and a stipend for your phone bill... etc). I’d also strongly suggest asking if once the promotion freeze is over, you would be able to get a bump in title and renegotiate salary. They might say yes, and then you can dictate when you renegotiate. You might not get it all now, but you might be able to get it all in a few months. Just make sure it’s in writing in your contract.

Being honest, the opening post smacks of entitlement. In a world where many are losing jobs, the freeze is in place to try and save jobs, it’s somewhat odd to limit your own progression because you feel owed the title or money. In the short term, yes I can see why you’re aggrieved but please look further out in a time and your own sphere.
Focus on personal growth first and that the title / money will follow. Of course in an agency you still have to back your corner. But going the other way round will see you leave a business more quickly, and without the skills to back up the chat.
In the long view, no-one will care that you did 1 year extra at a particular level. They will care about what you achieved. So step up, focus on doing some incredible work on different client, with a very clear expectation left at the outset that you’re looking for it to be recognised at some point. (BTW they’ll admire your push but will probably knock back retroactive salary straight away.). This positions you as a grown-up who understands the context, and is a potential future leader, not the petulant problem child.
I feel like once you have the title of Marketing Director or AD it’s easier to think this way. For junior staff in agencies, especially in big cities the pay increase is less “what kind of vacation can I take” and more “can I pay my student loans”. Even the small increases are important. Also I feel like your salary helps you know your worth to the company - doing more work for less pay would have to feel like being taken advantage of.
What reason did they give?
Decline and simply state you’d prefer to continue working with your current client.
This is definitely the most diplomatic way to do it.
Say you’re interested, but expect the title and salary to be retroactive to the offer date, after the freeze ends. You should be able to use that title from start date on your resume, LinkedIn after the freeze opens.
@SAE I’m not saying there isn’t a level of injustice in the ratio of starting salaries vs snr. I started bottom up as a secretary so I know it’s hard money wise. I guess having been in a similar situation, I regret going in hard, from a more emotive standpoint. The point landed, but I lost a bit of credibility, seen as slightly petulant and not having the bigger picture. At this point in time every board is discussing redundancies in order to right size the P&L for the future and outweighing that vs people’s livelihoods. So many are just quite simply lucky to have a job right now and we’re definitely not through yet.
Ultimately it’s a negotiation. So it’s fine to ask, but do so explicitly acknowledging a context outside your own concerns, and perhaps set out your preferred and probably due position as well as what might be more realistic.
