Current CTC - 30Lakhs P.A

I have offers from IBM - 28.5 Lakhs P.A. and HCL - 39 Lakhs P.A.

IBM HR mentioned I can negotiate further once I share HCL offer letter which I am yet to receive.

Can you guys please assist if IBM matches HCL which one I can choose? TIA

Should I stay at a company I know I like culture-wise when my manager said they will try to promote me, but with no guarantee. Or should I take a job offer I was given with a nice raise, but is in consulting at Slalom. I have not worked in consulting before. There is no travel with Slalom, but the idea of being the new person all the time isn’t too appealing. Less pay and known culture, or more pay unknown job satisfaction?

The problem is all my work has been government contracted and hasn't been published, so due to confidentiality I can't present any complete schemes or specific structures. After 6 years of temporary contracts and unstable situations, I find my dream job in my dream company. All of a sudden the world goes upside down and I get laid off. I start sending hundreds of applications, with only 2 recruiters getting back to me to say I don’t have experience for the job (this is how it works in Italy).
