You leave. It is a cultural issue, and the wrong kind of culture to be in. If you must do reviews, and you want to keep people, you give as many 5s as possible. Make people feel loved and valued.
I’m a company that does that. Does 3 means you meet expectations? At the end of a day a 3-4 will still get you promoted and nobody will ever see these reviews once you’re out. But yes I have personally had issues with this but am able to grudgingly accept it for sake of other benefits.

At my old company a 3 was normal and a few got 4s. No one got 5s and if you got below a 3 it meant you were probably being canned soon if not then. The numbers were tied to bonus also if you got a 4 you got a a few % higher. So its a budget thing why they cant gove everyone higher than 3

My next email would be: “What is expected to receive a 5 rating, and when I achieve that is the company still going to f*ck me?”
