My first variable pay should be on Nov/Dec 2022. What will happen to that?

It's an entirely different budget. If you hire a headhunter, he or she will take a percentage of your pay. But that's why no one hires headhunters.
A recruiter is generally paid at the points. First, when they take the contract. Then, when they deliver candidates. Then, when one signs on.
Your salary is from a very different bucket.

I mean on the flip side this recruiter definitely their commission on your end.

If you're using a headhunter, they should be able to negotiate you a better salary.
In any case, how you got in shouldn't change it.
Also, LinkedIn applications are a black hole.
Isn’t there a rule: once you submit your portfolio, you can’t be re-submitted by a recruiter/headhunter to the same agency for 6 months?

Theoretically, yes. But only if they know you submitted it. Seems like they lose because can’t be bothered checking their LinkedIn applications.
