How should we answer the question 'How would you rate yourself in SQL/Python/Excel etc on scale of 1-10' ?

What will be the different scenarios, based upon how we rate ourselves because most of the time when we rate ourselves low we could even lose the interview/job position and if ee rate high what if I wont be able to respond to the interviewers query?

I have an experience of 6 years in Production and Application Support. I have worked as middleware administrator as well for Jboss and Weblogic.
But due to the diminishing demands of the role in IT industry , I am planning to switch my career in Devops or AWS which would help me grow.
But I am not sure without any practical knowledge, will I get a job at this many years of experience in a different profile.
Do companies hire for AWS profiles with good packages at beginners level?

I need an advice/suggestion here. I got an offer from 2 different organisations and choose one among them (Role: Analyst) because of the culture and benefits. And the other offer has a good pay and good designation (Associate Consultant) rather than the one I choose. Now i feel very low due to this decision that I took. I feel like I have settled down for a lower package and a lower designation. Is there anything that I can do in the current organisation that I’ve joined at a week back
