What makes you think this list would exist?
No major company would ever consider this, due to legal issues.
Can confirm that there is a no rehire list for people terminated due to performance or egregious ethics / conduct violations but if it’s anything other than that there needs to be a detailed conversation with your HR business partner (and their senior manager) around marking anyone as a “do not rehire”.
Short answer: Yes, but…
Why would the guy hate someone, with no reason? Usually it be down to differences such as being willing to argue and defend position. With sufficient email evidence, this can be positioned as “disruptive, and insubordinate”.
Normally it would be difficult to defend against such allegation as many hiring at junior to mid level are looking not for superstars but cogs in the wheel.
As you rise through the ranks you’d need to build your industry reputation, to allow people to identify you the precisely for the reason people don’t “like” you.
Why would you event want to come back to a place that does this? Good riddance with them.
Yes. I worked several firms with staff and as part of off boarding process where I put in tickets to delete access and HR stuff it asks if employee eligibility for rehire. Also HR in own can click box based on reviews and exit interview. I could click button no reason needed.
My firm does this, if you quit without 2 weeks notice.
