can an employer make you take PMP courses that aren't required?

When you look to choosing a position to apply for and lets assume you get to be choosy - will you go for a org with big HR team or smaller HR team? Currently an hrbp for a medium global org with 10 hrbps in the Americas org supporting different groups/ regions like i support canada and a business group - looking at a role where hrbp report to sr hrbp and she reports to Vp of HR. The TA Manager reports to the VP of Hr as well. Sounds like a smaller HR team - are there any benefits to this move?

I've been a government attorney for nearly three years now and have worked in the same office/division since I passed the bar. I've yet to receive a promotion other than two cost of living increases (in sum, a pay increase of 6k over 3 years). I know this is meager, but I'm mostly ok with it, I just want to see some recognition. All we need it for is to see how much time is going into different projects that our department is managing. That’s it. Additionally, I take on little projects to helps friends/family. I want to pivot into Project Management, but I’m not sure how to leverage the skills I have. Salary recommendations for a Senior PM role at one of the top global creative agencies? I have 10+ years of experience in-house and agency-side. I’m going to assume long hours (at least some of the time) and probably a difficult client.

Has anyone here gone from PM to Resource Management or vice versa? There seem to be a lot of resource management jobs out there, but they seem more monotonous than managing projects. What is the career trajectory for a RM?
