PwC has provisionally cleared me to join the firm first week of Jan. What does this mean? Can I start working with them even if the background check is still running in parallel? Can I quit my current job and expect everything to be cool? They said it's taking them longer to verify education and previous employment. Both of which are international.

I would never rely on variable pay. I would inquire on whether the variable pay is based on your own performance or team/company based and if so what has occurred in the past in terms meeting expectations as a team/company.
When I was at Cap as a manager, I never saw variable pay exceed 10% of base.
I assume the 30k is the most optimistic variable pay amount assuming you get a great rating and the stars align with regards to company performance. The top rating you can receive is 1, and that’s really, really tough to get. So if they said 30k is max variable pay I would not bank on that.
I don’t know the percents now, but I think it was 10% when I got a 1. Maybe more. I was just saying that I am pretty sure I got 10% on average each year all things considered.
It’s been a few years since I was at Cap, but basically the bonus % was determined by the following:
Your rating x The company’s performance
Both of the above would correspond to a percentage. So, for example, if getting a 1 mapped to a 10% bonus, and the company performance was 120% (supposedly would indicate how we performed against targets; can’t remember if this different by BU or SL), then you would really get a bonus that was 12% of your base. 10% of your base multiplied by 120%. What I just wrote would have been a rare scenario when I was there, though.
Mine was 6k, but I've seen less than 1k every year for variable.
This and last year, more like 0-3%. They talk through both sides of their mouths for how well they're doing financially, but can't budget enough for proper raises. It is a very popular topic for All Hands calls for Q&A.
