Two days later I got an email saying Microsoft is freezing hiring for certain departments and the recruiter is ghosting me. Will I even get a chance to interview atleast?

If they said that during the interview, you need to make sure you have authority to make changes you'll need to make. No one ever hired someone to come in and supervise a perfectly running department.
If you are patient and kind, you can train the good people below you, and weed out the difficult ones. That's likely why they want to hire someone like you.
Mediavest, having had both challenging coworkers above and below me, I think it is far more difficult/frustrating to manage challenging coworkers above you. If you know how to tactfully do that I'm sure you can get underperforming planners motivated.
Been sup for about a year. I've only managed difficult people above, not below, wondering what that's like 🤔

If you're an account sup you're going to have a hard time trying to get better work out of people in another department. They're not going to see you as a mentor but as a peer with another specialty.
I'd be clear in what your expectations/goals are with joining the team. Under performers can be an opportunity to learn or a challenge to produce quality work.
