How many times have you interviewed? If you like where you are at, why are you looking at all? Why do you think you would be stuck if you stayed? For me the only reason to leap is when you aren’t growing, have no opportunity to move up and career has flatlined!
Just go for it. If you like what you find then you take the offer. If you don't, use the offer to try to get more money from Booz and then try again in a year. It's really not that long to wait.
Trust me, Deloitte recruiters will always find you again and do not hold it against you when you've turned down another offer in the past.

B1- agreed! im not looking. but i wouldn’t want to give up an opportunity that could be more rewarding. hard to draw the line between ambition and selfishness
Ambition is being selfish. So I wouldn’t make a conclusion based on this. If you see the opps and growth at D vs. Booz, then go for it. See if you can speak with a few peers on the D team perhaps here on FB, and you might draw conclusions if it’s HR inflations vs. Ground reality

I have never heard of that policy. And, I think I know people for whom that is most definitely not true. (That is, interviewed, didn’t take the offer, re-interviewed.)

Deloitte is buying projects by underbidding and buying staff with salary increases that are not sustainable in their low price bid strategy. House of cards from what I can tell.

A1- they said once u take the interview, u can’t for another year if u don’t join.

Always go with who pays the most.
That ‘rule’ sounds very suspect.
It will be good for your resume. You should take it and hold out for a year if possible. You will also learn a lot
