Bonuses are not paid out until September. You may have given notice a little early. :(
You can negotiate with hr if you have a valid reason, don't think waiting for bonus is a valid reason

Bonus is completely discretionary so if you give notice before the $ is in your account then don't be surprised if you end up with nothing...
If you're on the bench and you give 2 wks notice, do you still get 2 wks or do they cut it off right away? If you were on the bench and gave notice would you get the bonus?
Also, any unused PTO is paid out as cash when you leave.
Unspoken rule or policy?
I haven't given notice yet. Can my last day be September 2nd and still get my bonus? When is technically my official last day to still get my bonus?

They have to pay you for time worked. If you give notice the Monday the week before bonus you'll be fine.
2 weeks notice is a courtesy but not a guarantee. Depending on your situation, your employer might chose to have you leave immediately. If you are on the bench, it seems logical that you might be asked to leave immediately since D has no incentive to keep you on.
Had a recruiter tell me a prospective job wouldn't be able to give a signing bonus large enough to match regular bonuses. Sure lots of people are in similar places with all the bad vibes going round.
If you want the bonus, give notice after it is deposited. Once you give notice and suggest a date that is your last day, the firm may agree or not, may make it sooner if you're not on a project. If you are a 3 or better and leave on good terms, you can usually come back in the future if desired.
