Do you recommend M1 Finance vs Vanguard to invest for retirement, savings etc? Hear the rates are lower than Vanguard, but is that going to last a lifetime?

I made a mistake starting SIP in a ULIP. Used to invest 7500 per month starting from November 2018. I have discontinued my premium payments since last year. That is when my fund was moved to an interim surrender state and now it earns 4% per annum interest.

After 5 years of lock-in that is November 2023, can i withdraw the entire amount at a time? (Of course after paying surrender charges)

Max you would spend on a condo/apartment with about $1.5M NW and 500-750K income? No kids so no fixed costs currently for childcare and school though could see those emerging in the next five years. I was a contractor for a big company and they just let me know that my last day is December 30th. I got this position thanks to a recruiting company that has been great and gives me benefits.
Should I:
- Continue working with the recruiting company, hoping that they will find another position for me? (as they told me they will, and when they applied me I started working with my current company within 2 weeks)
- Work with the recruiter + apply for jobs on my own?

Confused about long term capital gains tax rate - are the brackets for how much capital gains you make in a year, or are the buckets determined by income?

Ie. If my income is over 40k do I pay 15%? Or do I only pay 15% if I realize >$40,000 in long term gains in a year?
