In theory, yes, but I don't think many companies would allow it since they want everything to be standardized. I'd show up at 6 AM if it meant I got to leave at 2 PM, but I don't see it being allowed any time soon.
Yes, if the individual can actually get work done in that timeframe. If coming in an hour early hinders the amount of work they can do by leaving an hour early, then it's not really beneficial to the company.
Depends on the place, if that is something allowed or figured out beforehand. I’ve been at fairly flexible places, as long as you get your time in and can be present for set timed things (rare). Then there are others where leaving or getting in at anything other than what is set is a big no no.
Yes within reason. There are some job roles / environments that does not work as well in.
I worked as a salaried support engineer in manufacturing for 6 years. That job necessitated me to align my schedule with the hourly touch labor workforce so that I could adequately support the work being performed in the factory. So while one-offs of me coming in an hour early and leaving an hour late might be acceptable, it required planning and could not really be a spontaneous thing.
Not all engineering jobs are like that of course.
