Expert here: Skip the shenanigans and bomb pow at whistler from first chair til Apres for 12 days. Anything else seems like unnecessary fluff.
Fly in and out of seattle (or even portland) and rent a car between cities. Id recommend a stop in victoria too for a day or two. Whistler i think is offseason now if that matters. So imo: portland for a day or two, then seattle for 3, victoria for 2, vancouver/whistler for the remainder, can easily go from one to the other, then drive back and fly out.
Depends on what ur looking to do, for starters, go across the Puget sound hike the Olympic rain forests. The next day go kayaking in the sound, setting crab nets and gathering oysters for a big boil pot also fun. Next spend a day in Seattle, check out fish market, get some coffee, go to SciFi museum. Then head south, drive through the gorge, take ur time. If you can kite surf rent one. From here you have choices, head to bend Oregon? White water raft the deschutes? Up to you.
Whale watching if still in season
I do not recommend driving from Seattle to Vancouver...while relatively short the lines at the border can be nasty. Take an evening train it is a beautiful route and stress free.
