How do you even need advice? Facepalm
Can I ask what company is willing to pay that much for a program manager? Even $50k over my current salary to jump to industry would be very attractive for me.

If you’re such a superstar that your current employer, who knows you well, is only willing to give you $9k more to stay, it’s likely the new offer is a gift. Take it.
Time value of money.
100k x 2-3 years, plus bonus % and salary increases over that period will put you farther ahead in life than sticking in consulting for that time, and then searching for an offer that’s $120-150k above where you are now..

Omg go go go. I mean… do you like consulting? Enough to stay until partner?! If not, and assuming the new job is something you would want to do, go!!!
Take it, in a couple years you will want to exit consulting for industry to get similar to what you are offered now. If you hate it, boomerang back to consulting with a higher required salary and heavily sought after industry experience. This is an excellent problem to have.
I know you're getting gaslit by all your PPMDs about how this job is just SO much more prestigious than any amount of money, but the reality is that men lie, women lie, numbers don't. If you really miss it, tell them they would be happy to hire you back once you've vested at a much more competitive salary.
Pretty sure $100k more would make me ignore how bad any job is for at least a year. Also, $9k more when they know you have $100k more waiting is insulting; I would leave just because your current company is trying to be cheap. Loyalty doesn’t pay at all, but $100k more certainly does

Compounding effects on that 91k difference will be drastic. That’s nothing to ignore. I know money isn’t everything. But think that projects can and will change. Will you in the same position as you are now?
