Can you help explain why a team would be able to afford hiring an individual under PDM at a higher salary but unable to offer the same package under the Traditional route?

For context, I’m currently negotiating for a role and have expressed some of my concerns. My recruiter has been very helpful, but I’d like to better understand the reasoning before making my decision. The offer is $100k for PDM, but $85k max if brought on as Traditional.

I’m a newly graduate from a community college. My program of study was Health Information Technician. I passed my RHIT exam a month ago, and I’ve been applying to jobs in state, out of state, and remotely to only receive “sorry you were not selected email.”I don’t have experience and I know that’s the reason I’m not getting selected. I accepted an offer a week ago with a great company (Company A) that for this season in my life seems like a great fit and only strengthens what I have to offer company B down the road. For me a typical day looks like this
9 am- sign in and check emails
930-11 : look for a new job
11-2 lunch and nap
2-3 : sometimes meetings, mostly begging people for billable work
3-4:30 - proposal work if I have it or more job hunting
5-9pm family time and dinner
10-3am - netflix, videogames, cry myself to sleep
