Is this a dead lock? firms exp matters much more than a CPA license?

Just wanted to know when can one expect promotion from level 6 to 6A, or 6 to 5? Or is it directly after 2 years?

Also, what is the hike possible from 6 to 6A?

Was recently offered comp of 160k with 20% bonus was informed will not receive bonus for 2022 due to time of year (too late based on hiring date) Therefore I'm curious to say if I should be asking for higher salary base or a sign on bonus in lieu of the lack of bonus since I won't be receiving a bonus until 2024 technically?
