OP I think you have some solid advice to move forward with now.
Yes say something but a) start the conversation that you listened to her and understand what she needs b) come up with solutions to help you both manage your work but preface the solution with the amount of things your handling and letting her know you want to work together as a team to address the amount of work that’s coming at you both
I feel like I wouldn't bring it up, and I would just make a slight bit more effort to speak up more in meetings. I know you have a lot on your plate, but it's honestly not a huge request. I would help her out with this, and then perhaps talk to her in your next 1:1 about needing to reduce your workload in some way. If you've buttered her up by speaking in meetings, you might find that she is more willing to help you come up with solutions with the bigger things on your plate.
Being vocal in meetings is pretty easy, I wouldn’t have any further conversation about it, I’d just be more vocal in meetings as she asked.
I think you need to separate the 2 things: her overwhelm and your challenges.
She’s overwhelmed and expects you to speak up in meetings more. That’s a fair request and isn’t going to add more to your plate per se, it’s an approach change required from you.
You need to bring up your workload and the plan for the backfill in a separate discussion.
This isn’t about ‘you need this but I need that but I know you need this but I can’t give it to you unless I have that’ barter. It’s not about who is more overwhelmed and who should ‘win’, it’s about addressing both your issues. Separately
