To understand the situation: Are you a re-applicant to HBS or a first-time applicant? Are you in the ‘HBS or bust’ camp? Why do you want an MBA?
The application is probably due in less than a month. If your application is done, just submit.
If you’re starting now or have a lot to do on your app, I might not bother unless you can definitely put together an app with more confidence. If you are set on an MBA, maybe add other short/later deadline apps for schools you’d also attend. Unless you’re international or military, you’re getting kind of old for an MBA. Waiting to apply next year means matriculating as a 31 year-old.
I mean “Harvard MBA” means something. Frankly even I don’t know the gravitas of “Harvard Extension”
Not trying to say C1 or M1 is wrong but OP's question was 80/100 now vs 100/100 next year. I do agree that age bias exists and is a main factor in app process and if OP is at 95 or 98 ready now then this year will be a better choice, albeit a marginal advantage. But if it is at 80/100, no question you wait and make it better esp. if it is HBS or bust.
Remember, it is already tough enough to get into HBS and you see posts from all these top talents getting dinged yesterday so make it unique and more competitive, if you can. You won't go from 50% chance of getting in to 5% just because you waited 1 year. Can it be 50% to 40% or 35%? Sure. But you can also make it up by making your app stronger and more competitive.
I’m assuming 80% is just a not fully polished application.
If the core of the essays/story isn’t there or the GMAT isn’t there, that’s a whole different story. that application would not be ready at all.
Honestly it’s surprising that OP has left this all to the last moment since it sounds like this has been THE plan for a long time. So you’re probably right haha.

You’re fine if you look young enough to fit in with everyone else. Otherwise you’ll stick out in recruiting.
Ok. But assuming you get rejected this year. Chances of success reapplying the next year is what? I.e. what specific mechanisms or criteria will there be to limit success on next year re app?
