I think it's totally fair to mention it. One strategy is to get the "bad news" out of the way immediately and then shift to highlighting the impact she had on project/PRDs (which hopefully shows up on scatterplot as well).
Honestly I would only mention it if it becomes a talking point. Being 5% off is not bad at all. But if it becomes a talking point I would say something along the lines of the counselee had opportunities to work more but could not due to restrictions. Framing it that way instead of saying she was told to reduce billable hours for a month may avoid backlash. Nobody likes to admit that this is an issue.
This hunger games shit with people has to stop. You guys will figure out it doesn't work either.
Counselee is high performer with good reviews and I don't want to have utilization below target impact rating. Not sure how me brining it up during a year end could come across to leaders.
I would state it by "but if you add in the x amount of hours in client business development support from ______ to ______, the utilization would be_______"
^ what does that mean? If it's client work it's billable
Ugh reasons I left Deloitte. That's BS. Best to highlight and give actual utilization if allowed to charge what had been originally budgeted

Ok that is the ideal but we are all often asked to take a haircut and reduce hours. Sometimes approval is given for 40. No it's not right but this is the best way I know, to highlight that situation
In fed s&o, you just need to explain and get past it. And if she was told to cut hours or capped some other way, you share that just as it happened. Only thing that's fair to the counselee.
Provide as much documentation as possible and hold everyone accountable to the choices they've made and let the cards fall where they may. Covering this garbage up does no favors for anyone.
Get the project partner/SM to advocate/stand up for her during year end. I think that's honestly somewhat expected if they ate hours.

Don't listen to @K2. This is a relationship business. Throwing people under the bus is never the best strategy
Maybe informally pull the partner aside and explain the situation as well. I'd be shocked if they were not receptive to this if they know that this type of thing goes on in the practice

D6 I understand that and it sucks but the response they are going to get for saying they were told to do that is "if that was happening then your counselee should have said something when they were asked to do that, or work the hours they bill". I despise being told not to bill the hours I worked and I bill what I work because my project has no tolerance for these practices, but there are people who have no qualms about it and don't play fair
