Yes, essentially your insurance only “kicks in” on a HDHP after you meet the deductible. Exceptions to this would be a preventative health visit (annual visit) and pharmacy copays depending on your plan. Your cost is going to be less than if you didn’t have insurance based on discounts your insurance carrier negotiates with the provider, but the coinsurance for your plan will not kick in until you meet the deductible
You gotta get in touch with your own insurance plan. Or use your firm's benefits website to figure this out. Or talk to the provider to understand the billing setup.

No, this is not typical. They have a gross charge master rate that is absurdly high, and your insurer negotiates a discount off that rate, though often still much higher than the cash price.
