What happens if I accept pwc sdc offer letter but don’t join the organisation ?

Hey guys, does HCL renegotiates on a counter offer. Got 17 LPA(including variable) and sent them 21 LPA(fixed) when HR said to share. No calls after that from their end.

I got an offer from IBM earlier they didn't discuss the salary and directly sent the offer letter, now I have another offer which is 1.3 lacs more than the IBM's offer. Will IBM counter that offer and provide matching or slightly more than what I received from the other firm?

6.5 ctc + 1lakh first anniversary bonus.

2) Fractal analytics:- Role(Imagineer :- on trainingit would depend on what technology you'll work in data science) 7.5 ctc + 3 lakh joining bonus.
