I've just never had someone like this. I think it is a confidence thing as she initially said she wasn't comfortable taking notes or PMOing the client and vendor calls..... but then why are you on this engagement? Those are basic things an analyst does.
Not speaking- setting the calls up, agenda, share notes on screen
What firm is this? Confused by titles
I dont mean actually managing the project - we refer to project management more general - setting up calls, taking notes, sharing notes on screen

OP why haven’t you given her any feedback?
I have an offshore consultant who doesn’t take notes either. When she does it’s about non issues and misses the essence of the meetings. Upon coaching her she tries to talk in meetings and completely derails the entire conversation. Once she was asked by PMO if a meeting was cancelled and she replied yes it was but also provided a list of participants. The confused PMO asked I got a list of l attendees from you but you’re saying the meeting was cancelled, correct? To which she responded, “Yes, the meeting was cancelled correctly”. How in the world do you catch someone like that? Worst part is I, as her lead, and another offshore team member were able to deliver the project successfully and now she’s getting great reviews in her performance because the “team” did well.
To people saying that you shouldn't expect more from an analyst - these are basic things any analyst should be able to do 2-4 weeks after starting with no problems (maybe taking great notes will take a bit more time, but simple admin & light PMO are no-brainers)
To OP - it seems like you tried coaching her, didn't work. I would talk frankly to her and explain that her work is not up to standard and go into very deep details with examples - this this doesn't work, chat with her PD manager
