It seems like you have an answer set for yourself there.
I think the answer comes down more to where you feel the career prospects are best assuming comp is not the issue. You could have a great career through both routes I hope but pending restructuring rightly should give you pause - the scale of many reorgs this past year or so have been remarkable in their breadth and depth.
As someone who works at a smaller pharma company that has undergone lots of transformation the last two years, change is inevitable no matter where you go and it’s hard to predict stability. I think on one hand it’s good to look at your options elsewhere, going somewhere else will require you to start from the bottom socially & professionally in some ways. You have to start from scratch in regard to influence & finding a sponsor. If you already have a sponsor in your current org, and a strong reputation, you might want to leverage it in this season to see if you can find a more secure role where you are now. I think it’s up to you — whether you think you can adjust internally (and quickly) or if the layoffs are massive, move out and bring your experience w/you and try your best to impact your new org and share your value very early, if possible.
