Pwc or Kpmg for tech consulting?

I just completed the interview process at CGI, the HR called thereafter saying that I've cleared all the rounds and they'd like to give me an offer. They also sent a couple of mails for required documents. But I am yet to receive the offer letter, is this usual?

1. What exactly is CS&A?
2. With almost 7 years of experience (5 years relevant to the profile), is Senior Consultant position appropriate? If not, what should I ask for.

Earlier this year I was making $75k as an FA and now $90k as an SFA in OC which is pretty much market value (4yrs exp - 2 in B4). I have an offer to join a startup as an APM. The only downside is that the engineering team is located offshore in India. I’m concerned about the resulting impact because of 1) the potential late night calls 2) the learning opportunities missed by not working with a US engineering team (communication tactics, translatable skills) 3) potential exit opps into FAANG pm roles due to not having experience with an onshore eng team.
