Long post alert:
1. COBOL/JCL: Demand is neither growing, nor declining. The demand in this field is always steady, and the supply is always more in India, which is why salaries are so stagnant.
2. To progress in this field, you can look forwards. Or backwards. Whatever your preference is.
When I say forwards, I mean modernization. There is no general rulebook to modernization. Different companies and different projects adopt different approaches. Some choose to rehost, ie, move their application codebase to an x86 based server or the cloud, either by using Microfocus COBOL or Java or Python. Some choose to modernize in place by using modern mainframe tools like zowe and mainframe devops and APIfy their applications using a middleware like z/OS Connect. What you need to know for this: Be completely proficient with another programming language like Java or Python, learn DevOps and CICD (a general tool like Jenkins helps) even if your project doesn't use it, know rest APIs and how to create and test them (with or without middleware), have a solid general understanding of the distributed world.
When I say look backwards, I mean learn assembler and C and get into the core of the mainframe operating system.
3. Certifications generally do not help mainframe people, except if you're a Sysprog or a DBA. But there are many courses in the IBM Interskill Learning portal. You can complete them if you want more knowledge.
4. Mainframe+Java, mainframe+cloud admin and/or assembler are the only way to advance in this field salary wise. I cannot comment on what salary you're targeting without understanding what your current salary is. All I know is the list of the highest paying companies in India for mainframe roles:
- Amazon/Google : Mainframe Modernization Consultant
- IBM ISL/ISDL : There are teams in India which work on Db2, CICS and IMS development and also on core z/OS software development
- BMC and Rocket Software : Competitors and collaborators with IBM for developing mainframe based software.

@Morgan Stanley 1, I would have added the Big 3 US banks in the higher paying bracket for mainframe roles, and I agree that they pay a lot better than service companies, especially for Mainframe+Java, but the scenario has changed slightly in the last 3-4 years.
IBM has moved a lot of product development to India recently, and has set up dedicated teams for Db2, CICS and IMS dev and support in India. Nowadays, if a DBA from Morgan Stanley raises a ticket for a Db2, the APAR for the same is very likely to be developed and tested in India only. They're paying decently for the above roles and also awarding RSUs and stocks to high performers.
The above scenario has also pushed competitors like Broadcom, Rocket and BMC to increase their salaries for mainframe roles. I recently heard of someone getting an offer of 35 lpa from BMC, having around 7 years of experience in mainframe.
Another new player in this field is Oracle OCI (I forgot to mention them before). They're modernizing their legacy servers like Fusion and bringing everything under the Oracle cloud umbrella. They also want COBOL+Java devs for modernizing the server infrastructure. And as we all know, OCI does pay well.
The summary is that this is the first time in India when people have a chance to get into mainframe product development. But the work is very challenging to say the least.

Been there done that.
Growth is better than vanilla mainframe.
But prepare to be extremely frustrated as the rate of projects failing is extremely high.
I've already mentioned skills and tools in my other comment.
There is one product VisionPLUS, it is product of Fiserv and it is used in almost all banks in india and multiple banks in world. It is designed and runs on mainframe but now unix version is being developed which still has codes in cobol jcl cics but compiler is unix, so i would suggest to get into this Visionplus development or support role and work hard, it will open door for you to get into major banks also.
P.S: 90% of world major sectors run on mainframe. Healthcare, Banking, Insurance, Ticketing like IRCTC etc
