How is there 60k discrepancy between people with the same title? I don't even know how that's possible, especially at a director level.
Right. It only gets more disparate and vague as you move up....just wait until you’re north of a VP title, or so I assume as I’m not yet there.
Don’t quit, don’t accept this is how it is- you start a gender equality conversation. Ask HR about the 3% movement and if they intend to participate.

There's really not enough info in the post to say if there's a reason for it or not...
Was this person hired from a hot shop?
Did they just work on something that win cannes/effis etc?
Did they get hired into this position and you got it through an internal promotion?
Did they move from a high salary market and negotiated to keep their salary in a cheaper market?

Start by talking about it with people who have the ability to change your situation. Both internally and externally.
Could be experience. If the person making more has 5 years more experience it could be justified...bring on the downvotes.
Ya, I read less experience than more. Definitely a problem there.
Bring it to HR/manager. After doing thorough research on ranges at other agencies, regions, same title, etc.
