I have always made a personal projects list where I write down ideas I want to tackle when I have free time. These are things like programming a spread sheet for a calc i have been doing by hand or improve one I have been using to be better, taking a tutorial on a piece of software i want to get better at, learning more about a technical topic that might be relevant in my field/industry of work, or lately it’s getting better with AI and exploring tools out there to make my job easier. I find if you use these times for both self growth and/or improve something at your company then no one will criticize you for not having more to do when work is light. Now if there are ways you can help others that help the greater good of your company you need to be a team player and say you have time to help out but if not use the time to improve something about your work life.

I can’t even imagine having a slow day at my current job and envy your life
I haven't had that many slow days lately, but when they come along I always find something to do. The last thing I want to do is draw too much attention to that fact, if I tell people things are slow somebody is sure to find something for me to do that I really don't want to get dragged into. So I usually tend to administrative work, organizing files, making sure there aren't any loose ends I need to deal with, and so on.

I typically like to read up on industry news or work on improving skills I am weak at like watching YouTube videos are taking courses.

When things slow down at work, I try to treat it as a chance to invest in myself and my environment. I usually start by tidying up both digitally and physically. Cleaning up my inbox, organizing files, or updating documentation helps me feel productive and clears mental clutter.
Spend your time learning. This is a key tenet of working in technology. Your manager should be smart enough to understand this (but apparently isn’t)
Rising Star
When it's really slow, I look for growth opportunities. What can you do that sets you apart and will help you learn skills for your role? Trainings, learning new skills from others, deep diving something you may need to know more about...
