That's a part of the equation, however , your counsellor must be able speak to your work in a very positive way at round table to get partner buy in. There are not many 5's to give and at the end of the day you are competing with your peers that will be equally strong. Good luck.

Sounds like a faulty, subjective and biased process. What that tells me: I need to kiss ass in order to feed my family.
EY5 I'm sure anecdotally that has happen, but I'm willing to bet that 99% of the time the firm gets the 5's right. If for no other reason than there are so few of them available. In general we get the rankings right. Where the margin error comes in to play are those on the border (i.e., a high 3/low 4; high 4;low 5).
There really isn't any one golden bullet to get. 5. 5's generally have the following characteristics: 1) Act well above current level on all engagements 2) Multiple hours spent on non-chargeable work 3) People actively request/fight for you to be on their projects 4) Leadership is well aware of who you are

Very political, has more to do with appeal to partners than anything else

I've known people that in my opinion are solid 5s, work hard, know the subject, have gotten involved with PD and BD and have interactions and pursuits accredited to them, and get a 4. I've also seen other people that in my opinion don't know how they keep their job at the firm except that they get along with senior leadership and get a 5. Like they said, it's very political and subjective
At D that wouldn't be enough for a top rating. Unless you led the sales (sounds like you were a contributor) it's an expectation to do those things.
