I can definitely see my company (well-known healthcare system) doing this.
If you haven't already done it, you can use your other offers as leverage to speed things along, or at least get them to commit to when they're going to give you a response. Tell the healthcare company that there are some other offers you've received, and they're looking for a response by mm/dd/yyyy. Ask them if they will be able to provide the final offer by that time.
I’ve seen this at my well known managed care system as well! The VP approved the position and after we interviewed everyone only to have them pull the position. It was very frustrating! Agree with O1
