I gave an interview in Capgemini yesterday. The interviewer told me I cleared the technical round. When can I expect the call from HR for the next round?

If a company I got rejected from is posting an opening for the same role should I re-apply? Any chance of a better outcome?

I have joined one organisation on 6th Dec 2021 and I received a call from Capgemini HR that I will get my Capgemini Offer letter today (still have not got the Final Offer Letter, I am getting call from HR from past 7-8 days that I will receive Offer Letter today , still no sign of offer letter)
