Hello Guys,
I joined Cognizant recently, the project interview calls which I am getting is not from my base location.
I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

Do you want the job? And did the interviewer give the impression that they're open to 'real conversation'
The interviewer has already made it crystal clear they're not open to real conversation by shutting down a conversation about salary.
When companies pass on you they don't give feedback. Acknowledge the red flags and move on

So, basically they want people to toil for them for the sheer joy of doing so. Two questions:
1) Are you independently wealthy and don't need to earn?
2) Are these people doing something altruistic? Saving the manatees, curing some terrible disease? The kind of thing you'd happily volunteer for.
If the answer to either of those questions is no, your intuition is already telling you they're a cowboy outfit with a high staff turnover because it's a horrible place to work.
Decline a second interview. Stay put until something better comes along.
