I personally don't want anyone commenting on my weight, no matter what. It's not really anyone's business and I have lost weight but I don't necessarily want to have it be a point of conversation.

As long as your compliment would not come across as flirting in the workplace it would not seem to be a problem. If I heard such a comment from a colleague I would assume the commenter's curiosity about whether I had adjusted my dietary or exercise-related patterns.
It's hard to imagine that would be considered inappropriate, but who knows, maybe just commenting on someone's appearance would be problematic these days. Saying that they looked good or healthy seems like a nice thing, and could even be encouraging to someone. Odd at it sounds, I could see people interpreting that in all different ways.

I think they would probably take it as a compliment. I guess I would only say something if you are close with the person or know the decently well. Just to be on the safe side.

I think it's ok to congratulate a colleague on a personal success. I'd recommend you don't be a creep, or flirt in any way, at work, ever.
